Independent Thinking "TABOR and Amendment 23-A Constitutional Dilemma"

Tuesday, May 13 at 5:00 pm
Channel: 12 / 12.1
Program Length: 30 minutes
Colorado has conflicting constitutional amendments regarding state revenue and spending. The Taxpayer's Bill of Rights (TABOR) restricts state spending to population growth plus inflation, while amendment 23 forces the state to spend increase spending on K-12 education even during an economic downturn. Throw in the spending lobby's desire to make the $6 billion "TABOR timeout," commonly known as Referendum C, permanent and its obvious the state faces a constitutional conundrum. Some legislators would like to "fix" TABOR rather than address spending. So we ask the question, what has TABOR meant to Colorado and how should the state address the constitutional conflict? Independent Thinking host Jon Caldara moderates a spirited dialogue between the University of Colorado Denver's Dr. Paul Teske and former state Senate President John Andrews.

I want to register some comments about the moderator on the show that aired Thursday, May 1, 8-9pm. I don't know who the host was, but he did his job badly tonight. He was so obviously biased against the kindly CSU professor, and so in favor of the other speaker, that I began to find the show more and more offensive as it went on. A talk show host's function is to present the speakers on his show to the public, and remain neutral; NOT insert himself, and his personal views, into the show.
